How can i make my skin look awake and dewy fresh?
I use maybeline mineral powder in the lightest shade, or second to lightest i cant think of it right now. It makes my skin look matte not dewy and glossy and pretty. I live in NZ so please don't suggest some exotic brands lol. thankyou 
and any tips on how to bring out the blue in mostly green, blue hazel eyes?

if you want DEWY skin, powder is not the way to go. powder makes your skin look cakey, pretty much the opposite of dewy. for dewy, you want a liquid foundation. if you like the maybelline range, id recommend the maybelline mineral liquid foundation. its won a ton of beauty awards and the qualitys considered in the same rank as high-price luxury brands.
also use an illuminator, like revlon's skinlights. use it where sunlight would naturally hit your face (dont use it all over your face).
also use a good concealer because no matter how dewy your skin is, undereye bags will bring your whole face down. ive been using YSL's touche eclat (radiant touch) for a while, and people actually have asked me what concealer ive been using because they want the same one. you can get YSL at farmer's or if you live in auckland, smith & caugheys etc.
for your eye color, use a light gold or champagne shimmery eyeshadow. i recommend mac's 'tempting'.
